歐洲玩具安全指令2009/48/EC旨在確保進入歐盟市場的玩具不會對兒童的健康和安全構成危害。除了基本的安全要求，玩具還需滿足REACH法規、POP法規的化學物質控制要求，電玩具還需滿足電磁輻射和回收標識的要求等。
The European Toy Safety Directive 2009/48/EC aims to ensure that toys entering the EU market do not pose a hazard to children's health and safety. 歐盟玩具安全指令2009/48/EC將“玩具”定義為：玩具是設計或預定為供14歲以下兒童游戲中使用的產品，但不包含根據該指令規定的圣誕節飾品、體育器材、仿真武器、兒童時尚珠寶等21類產品。

DIRECTIVE 2009|48/EC OF THE EUROPEAN PARLIAMENT AND OF THE COUNCIL of 18 June 2009 on the safety of toys defines “toy” as a product designed or intended for use in play by children under 14 years of age, but excludes 21 categories of products, such as Christmas ornaments, sports equipment, imitation weapons, children's fashion jewelry, etc., which are regulated under the Directive.
